The latest appointment of Dr. Muiz Adeyemi Banire, SAN, OON, as Director of the Legal Directorate of the All Progressives Congress (APC) Presidential Campaign Council has once again brought the legal luminary, academic and political strategist into the spotlight of a major national assignment.
But for Banire, the appointment is more than another position on an impressive resume. It is the latest chapter in a public career shaped by law, institutional reform, public administration and political engagement, a career that has taken him from the university classroom and courtroom to the Lagos State cabinet, party administration and federal public service.
In an official statement released on Saturday, August 22, 2026, announcing the constitution of the APC Presidential Campaign Council ahead of the 2027 general election, Banire was named Director of the Legal Directorate. He will be supported by Dr. Liman Hassan, SAN, and Babatunde Ogala, SAN, as deputies, alongside Prince Lateef Fagbemi, SAN, former governor Ibrahim Shema, Worgu Boms and Dr. Kingsley Tochukwu Udeh.
The assignment places Banire at the centre of the legal machinery of a presidential campaign, at a time when electoral law, compliance, political disputes and the legal interpretation of campaign activities are expected to assume heightened importance.
For a man whose career has consistently straddled law, governance and politics, the new responsibility appears to be a natural progression.
*A Legal Mind Before Politics*
Long before politics became a major part of his public profile, Banire had established himself in the legal and academic world.
He taught Private and Property Law at the University of Lagos (UNILAG), where he developed considerable expertise in areas including land law, equity and trusts, secured credit transactions, planning and compulsory acquisition. His intellectual engagement with the law has also produced books and scholarly publications on various aspects of Nigerian jurisprudence.
His transition from academia and legal practice into public administration brought a different dimension to his career. In Lagos State, he served in several capacities, including Commissioner for Special Duties, Commissioner for Transportation and Commissioner for Environment.
It was, however, his time in the transportation sector that produced one of the most enduring institutional legacies associated with his name.
*LASTMA and the Transformation of Traffic Management*
As Commissioner for Transportation, Banire played a pivotal role in the establishment of the Lagos State Traffic Management Authority (LASTMA), a specialised agency created to address the state’s persistent traffic-management challenges.
The creation of LASTMA marked an important shift from a largely fragmented approach to traffic enforcement towards a dedicated institutional structure with specific responsibilities for traffic management.
Banire was also involved in the development of the Bus Rapid Transit (BRT) initiative as part of broader efforts to improve public transportation in Lagos.
He had explained that the establishment of LASTMA was conceived against the backdrop of weak traffic enforcement and inadequate institutional capacity. The objective was not simply to put more personnel on the streets, but to build an organisation capable of responding systematically to Lagos’ growing traffic challenges.
Years later, LASTMA remains one of the most recognizable institutions in Lagos’ traffic-management architecture.
For Banire, therefore, the significance of the assignment goes beyond the establishment of an agency. It reflects an approach to governance built around creating institutions capable of delivering defined public responsibilities.
*From Traffic to the Environment*
Banire’s appointment as Commissioner for Environment under the administration of former Governor Babatunde Raji Fashola, SAN, offered another opportunity to demonstrate his reform-oriented approach.
His tenure was marked by efforts to strengthen environmental regulation and introduce a more systematic approach to waste management and environmental sanitation.
Princeton University’s Innovations for Successful Societies, which documented aspects of Banire’s work, identified systematic refuse disposal as one of the significant advances associated with his tenure. His approach included educating residents on environmental regulations and alternatives to harmful practices, establishing offices within local governments and creating zero-tolerance offices in four of Lagos’ 20 local governments to tackle environmental nuisances.
He also pursued environmental beautification, the removal of illegal trading activities along major transport corridors and efforts to restore order to areas such as _Oshodi_ , then notorious for its congestion, intense commercial activity and chaotic traffic environment.
The broader lesson from the environmental assignment was that Banire’s approach was not limited to enforcement.
It combined public enlightenment, institutional coordination, regulatory compliance and clearly defined responsibilities for officials.
*From APC National Legal Adviser to Campaign Legal Strategist*
Banire’s political journey has been significantly influenced by his extensive legal background and expertise.
His tenure as National Legal Adviser of the APC placed him at the heart of some of the party’s most important legal and political issues, including constitutional matters, internal party democracy and electoral affairs.
It was a position that required more than knowledge of the law. It demanded an understanding of the intricate relationship between politics, party administration and the legal framework governing political parties and elections.
Banire’s willingness to articulate legal positions, including on contentious political matters, became a notable feature of his tenure.
That experience is particularly relevant to his latest assignment.
As Director of the Legal Directorate of the APC Presidential Campaign Council, Banire will be operating in an environment where campaign activities, electoral regulations, compliance, disputes and the protection of the party’s interests will require careful legal attention.
His return to a prominent legal role within the APC consequently brings with it institutional experience and an understanding of the party’s political and legal terrain.
*AMCON: Another Test of Institutional Leadership*
Banire’s public-service journey also took him to the federal level.
In 2018, he was appointed Chairman of the Governing Board of the Asset Management Corporation of Nigeria (AMCON), an institution established to address non-performing loan assets and contribute to the stability of Nigeria’s financial system. His appointment was subsequently confirmed by the Senate.
The AMCON assignment presented a different institutional challenge from his earlier roles in Lagos. It placed him at the helm of a major federal institution operating within the complex intersection of finance, banking, law and public policy.
His tenure, however, was shortened following amendments to the AMCON Act in 2019. His replacement was linked to the amended legislation, which introduced a different structure for the chairmanship of the corporation.
*Why the Latest Appointment Matters*
Banire’s latest assignment comes at a critical period for the APC as the party prepares for the 2027 presidential election.
The Legal Directorate is expected to play an important role in providing legal guidance to the campaign structure, ensuring compliance with relevant laws and regulations, managing legal issues that may arise during the campaign and protecting the party’s interests within the electoral framework. His experience therefore becomes particularly significant.
From public administration in Lagos to party legal administration and federal institutional leadership, Banire has built a career that has required him to navigate the often complex interplay between law, policy and politics. His current responsibilities include serving as Pro-Chancellor of the University of Uyo and Non-Executive Director of Julius Berger Nigeria Plc.
His career has also demonstrated a recurring pattern: when institutions or assignments require legal knowledge, policy understanding and organisational leadership, Banire has repeatedly found himself at the centre of them.
The creation of LASTMA, his environmental reform initiatives, his service as APC National Legal Adviser and his leadership role at AMCON each presented different challenges. Yet, taken together, they provide a window into the breadth of experience he now brings to the APC Presidential Campaign Council.
The latest appointment, therefore, is not simply another political designation. It is an assignment that draws upon decades of legal practice, scholarship, public administration and political engagement.
As the APC prepares to defend President Bola Ahmed Tinubu’s mandate in the 2027 presidential election, Banire now faces perhaps one of his most politically consequential assignments yet.
The campaign trail may be political, but for the man heading its legal directorate, the battle will also be one of law, strategy, compliance and institutional discipline.
