SANWO-OLU TO SSGs: REMAIN FOCUSSED ON IDEALS OF YOUR OFFICE




The Governor of Lagos State, Mr. Babajide Olusola Sanwo-Olu, has charged Secretaries to State Governments (SSGs) to remain focused on the ideals of their Office and be more loyal and committed to government programmes.

Governor Sanwo-Olu gave the charge on Thursday at the maiden edition of the Southwest Secretaries to the State Governments’ Forum hosted by Lagos State Government at Radisson Blu Hotel, Ikeja.

Sanwo-Olu, represented by the State Deputy Governor, Dr. Kadri Obafemi Hamzat, described the Office of SSGs as an institution with rich resources that could be harnessed by governments to drive its sustainable development objectives based on the functions performed across the States.

He added that there is a strong basis for interaction, comparing of notes and experience, exchange of ideas and harmonisation of policies, processes and procedures in the spirit of regional integration, which all the States in the Southwest have signed on to.

In his keynote address, the Secretary to the Government of the Federation (SGF), Mr. Boss Mustapha, called on the SSGs to adopt a “Community of Practice” policy to further enhance the monitoring and implementation of policies in all the States of the Federation.

He noted that his Office had introduced a performance management system that facilitates clear monitoring of all projects and programmes of the government as well as outcomes.

Mustapha recommended the use of “DASHBOARD” to the Forum as a strategy for monitoring deliverables by the SSGs and their Principals, while disclosing that a conference to consider a National Community of Practice for the Cabinet Office will be hosted in the first quarter of next year.

Secretary to the Lagos State Government, Mrs. Folashade Jaji, on her part, stressed the need to effectively collaborate on governance issues that would engender a better and shared understanding of complex problems involving people working together to proffer credible solutions.

She expressed the need for the SSGs to work collectively to reposition the Cabinet Offices, not just in the Western States but in the whole of Nigeria, by upholding international best practices in carrying out their responsibilities.

The Deputy British High Commissioner in Lagos, Mr. Peter Thomas, pledged the continued support of the Foreign and Commonwealth Office to the various reforms initiated by the State Governments in the Southwest.

At the end of the meeting facilitated by the Development Agenda for Western Nigeria (DAWN) Commission, the Secretaries agreed on 10 points in its communique including Development systems to share methodologies and templates that will cascade down to Local Governments; grassroots policies and directives to foster inclusive governance; Need to understudy the Office of the Secretary to the Federal Government’s Central Delivery Coordination Unit (CDCU), which incorporates Performance Management System designed as an enabler for delivery and provision of real-time information on performance.

Others are the Creation of a communication platform to be managed by the DAWN Commission for (1) the Secretaries to the State Government, (2) Permanent Secretaries and (3) Directors of Cabinet Affairs Office to interact and share experiences virtually, and Private sector participation to complement government efforts on focal sectors of development in the less developed communities so as to improve quality of lives in identified places among others.

Participants also agreed to hold hybrid quarterly meetings, while the Secretary to the Government of Ogun State pledged to host the next edition of the Southwest Secretaries to the State Government Forum.

The meeting was also attended by Permanent Secretaries and Directors from Cabinet Office from Lagos, Ekiti, Oyo, Ondo, Ogun and Osun; Director-General, DAWN Commission, Mr. Seye Oyeleye and Special Adviser, Lagos State DAWN Commission Matters, Engr. Adekunle Olayinka.
