for a better Lagos State and Lagos Mainland Local Government that I welcome you all to this year’s stakeholders’ forum for the year 2021 Budget preparation. This year, I must confess is a challenging year not only to Lagos Mainland Local Government but also to Lagos State, Nigeria and even the world at large. It is a year that completely negate all economic principles, shutdown the entire system at some point and which has completely redirected our focus and objective as outlined in 2019 Stakeholders forum for the preparation of this year’s budget. Ladies and Gentlemen, permit me to therefore tag the 2021 budget a “Budget of Amelioration” as I am highly optimistic that things can only get better even in the face of global economic challenges.
Recall that last year; we did the same thing estimating for this year 2020 but with all our good intentions to improve our community, the unexpected emergence of corona virus in the public space late last year which later became a Global Pandemic in the first quarter of this year caused a major shift in our project execution as all efforts were geared towards the Health Sector at the expense of other Departments.
Lagos Mainland Local Government at some point became an epicenter with the highest number of Covid -19 cases in Nigeria. Consequently, we have to put measures and machinery in place to mitigate the spread of the deadly virus. We therefore;
• Carried out massive sensitization among the community members on Covid-19
• Funded several motorized rallies and market sensitization programs to create awareness on Covid-19.
• Had a school health program to sensitize the school environment on Covid-19 while also Providing hand washing and sanitary materials to all the primary schools
• Provision of hand washing and sanitary materials to all markets to prevent the spread of Covid-19.
• Provision of accommodation and feeding for health workers working in the facilities during the lockdown.
• Provision of PPE (personal protective equipment), and other sanitary materials for protection of health workers in all the facilities.
• The local government also provided social services during COVID-19 Lockdown by providing palliatives to 6000 vulnerable residence using 80 bags of beans, 250 bags of rice, 500 cartons of indomie belleful noodles, 500 bags of 1kg semovita and 500bags of 1.5kg of Garri.
• To cushion the spread of coronavirus the local government also distributed over 10,000 face masks and 12,000 100ml hand sanitizers.
My Fellow Mainlanders, regardless of the devastation caused by the Corona Virus Pandemic, we have ensured that other departments are not completely left out.
To this extent, permit me to highlight our achievements in other areas;
*_EDUCATION_*
• Back to school programme to all school in the LGAs which include distribution of school bags containing exercise books, mathematical sets and writing materials.
• Lagos Mainland Local Government annual Mathematics competition
• Construction of two (2) standard fully equipped Information and communication technology centers containing 30 computer systems, standby internet service and a generating set on the East and West part of the local government.
• Distribution of JAMB and GCE forms to indigent students
• Free summer coaching to prepare the students for the JAMB and GCE exams using 2 centres ( Ebute metta East and West)
• The flag off, training and graduation of 3,000 pupils on computer application program (Coding and Animation) at the two fully equipped ICT centers at Ansar-ud-Deen Primary School, Odunfa (east) and the Oluremi Tinubu ICT & Capacity development center, (west) which is a continuous program and exercise for the students in the local government.
*_SECURITY_*
To enhance the effectiveness of security operatives, we provided the following;
• Purchase of Siena space bus 2012 model to Areas ‘C’ command
• Purchase of Siena space bus 2008 model to Denton police station
• Purchase of Siena space bus 2008 model to Iponri police station
• Purchase of 4 MOTOR BIKES For our local security operatives popularly referred to as vigilante operatives.
*ENVIRONMENTAL HEALTH DEPARTMENT*
• We collaborated with The Lagos State Ministry of Environment on “ILLEGAL WASTE DISPOSAL” so as to continue to live in a pollution free and sustainable environment.
• Clearing and evacuation of refuse at some strategic location in the LGA
• Desilting and carting away of debris in all major blocked drainages across the Local Government to prevent incident of flood
• Disinfection and fumigation of all public places with special attention to all markets and public schools across the LGA
*WOMEN AFFAIRS AND POVERTY ALLEVIATION (WAPA)*
• In line with one of our major priorities to gainfully engage the youths with a lot of empowerment projects and job placement whenever available, about 40 graduates were involved in the Senator Oluremi Tinubu’s Work Experience Programme (WEP) which featured some multinational companies like EXXON MOBIL, TOTAL and many top BANKS in Nigeria.
• Monthly cash stipends to carefully selected 100 elders across the LGA
• Quarterly Free Skills Acquisition and capacity building Programme
*WORKS HOUSING AND INFRASTRUCTURE*
ROADS
• Scarification and Reconstruction of 100m Ondo street Road
• Scarification and Reconstruction of Jebba street 200m,
• Scarification and Reconstruction of bola street 200m,
• Scarification and Reconstruction of Ibadan street 900m,
• Scarification and Reconstruction of Coates street 100m,
• Scarification and Reconstruction of Herbert Macualay from Coates to Kadara Street 50m,
Kindly note that I am not oblivious of the fact that all the roads above were in Ebute-Metta East axis of the Local Government. Residents of Ebute-Metta West should be rest assured that major road projects in 2021 would be undertaken in Apapa Road. Presently, contractors have been mobilized to Moss Street, and Raimi Olademiji Street off Brickfield Road in Ebute-Metta West.
Plans are also in top gear to commence the construction of Odaliki/Ojo-Oniyun Street also in Ebute-Metta West.
*INFRASTRUCTURE*
• Renovation and re-painting of the council secretariat
• Purchase of 250KVA generating for the local Government secretariat
*DRAINAGES*
• Construction of 200m Ondo Street drainage system (both sides) using concrete wall and completed with a concrete covered slab.
• Construction of 400m Jebba Street drainage system (both sides) using concrete wall and completed with a concrete covered slab.
• Construction of 400m Bola Street drainage system (both sides) using concrete wall and completed with a concrete covered slab.
• Construction of 200m Coates Street drainage system (both sides) using concrete wall and completed with a concrete covered slab.
*CULVERTS*
To ease vehicular movement and flow of drainage waters, we constructed concrete culverts in the following streets;
• Willoughby Street by Cemetery Street, Ebute Metta East
• Cemetery Street by Redeemed church of God HQ, Ebute Metta East
• Afric Road By Moshalashi Street, Iponri, Ebute Metta West.
Ladies and Gentlemen, I thank you and really appreciate your patience and attentiveness.
I confess that you gave me the mandate about four years ago by casting your vote for our great party, The All Progressives Congress and since inception I have been working assiduously to move the local government to the NEXT LEVEL in line with the dictates of our party.
However, in spite of all the laudable and commendable achievements in the last Three and half years even in the face of severe national economic challenges, I am aware that more grounds still need to be covered.
